Queensland Nurses and Midwives’ Union president Beth Mohle says workforce issues were not planned properly.
A lack of medical staff means some towns cannot find any locum doctors – who get paid as much as $2000 a day to fly into town.
Ms Mohle says nurse-led clinics in regional communities could help.
