The International Criminal Court is investigating allegations Russia has committed war crimes in Ukraine.
Ukrainian officials claim President Vladimir Putin is intent on carrying out a ‘genocide’.
It comes after the United States postponed a planned missile test following Mr Putin putting his nuclear forces on alert.
“A decision by the secretary to make it clear how responsible we’re going to behave in the nuclear space,” Pentagon Press Secretary John Kirby said.
